So ya it's there so they can act quickly to take down the statue...

Certain places down there tend to get their liquor licenses suspended or revoked for what happens at or peripherally to their establishment, i.e. violence assumed to be related to over serving. It's also assumed that younger clients are the main offenders of such actions. To try to prevent that, you have armed guards, age limits, and strict dress policies.

The real answer needs to come from drivers. They should make the driving test harder each year until the driving population is reduced by 20% but this conflicts with the whole "driving is a right" crowd. Plenty of places have pedestrian safety without millions of dollars of extra pedestrian infrastructure.

Brambly Park should be perfect for big groups inside or out, but every time I have gone, either for an event my group planned or something planned by someone else, there's a logistical screw up. They can't figure out their own QR system ordering, they've applied payments to the wrong tab, can't find where they were going to seat us, etc etc etc.

I'm in an affiliate group with VCU, and believe me any time anybody brings up holding an event there when I'm around I try my hardest to shut that down.
