Well for starters, the lady was trespassing on private property, and she was stealing stuff.
You don't have to make sure your private property is safe for burglars to use.

How does one keep this clean in 6 months. Needs a glass or something on top. The poor mother will be so conflicted in 6 months when it gets dirty.

They could’ve fixed the lean entirely when they did the shoring work, but the leaders chose not to. Why? Because that’s what it’s known for, and it’s always been that way. Humanity, in a nutshell.

Depending on when this was taken, it could actually be leaning more than it is today. It's clearly leaning toward the photographer in this picture.

It started to lean during construction. From wikipedia;
The tower began to lean during construction in the 12th century, due to soft ground which could not properly support the structure's weight. It worsened through the completion of construction in the 14th century. By 1990, the tilt had reached 5.5 degrees.[3][4][5] The structure was stabilized by remedial work between 1993 and 2001, which reduced the tilt to 3.97 degrees.[6]
