Yes even a baby can feel fear for it's life since the instinctive reptile brain and the emotional mamal brain are developed at birth. Just the thinking humain brains need 27 more years to develop totally. If it doesn't get bumped on, traumatized or drugged in the proces. Well maybe the finer emotions need time to develop also, but the big feelings are there unfiltered by the cognitive brain.

Sitting back to back either on chairs or on the floor and tied up. Not being to speak nor see eachother so they can't communicate and the perpetrator gets maximum control.
