Courts have consistently ruled the government can set reasonable time, place, and manner restrictions on free speech. Limiting debate time would absolutely comply with that since limitless free speech time would cause municipal governments to grind to a halt.

I would believe that Somerville is the most dense from a "number of residential properties per unit area" standpoint. But when each of those properties contain only 3 to 5 people living in them each, the actual population density isn't going to be crazy high. Compare Somerville to places that have a lot of multistory condominiums (with hundreds of people living in them each) from a "number of people per unit area" measurement... and the Condo's will blow Somerville out of the water from a population density standpoint

Not sure that is it. MA spends twice per mile on building roads than Hawaii.

Canada has higher gas taxes. You get what you pay for. Anyone who voted against indexing the gas tax to inflation has themselves to thank for potholes.

MA has the second highest cost per mile for road construction in the US. It is literally twice what it costs to build in Hawaii.
HAWAII....
Where literally everything has to be shipped in.

It’s because they don’t make enough money to pay for their maintenance, and the repair costs are so high that it gets kicked down the road. So you end up with a bunch of toll free roads slowly falling apart because they can’t afford maintenance, because their toll free nature removes any revenue streams. If you want better roads what we need to do is convert highways to toll roads and invest in the T so less people drive on them, which lessens their use, which makes them last longer, which saves money on maintenance.

I go to town meeting every year, and as much as we're all annoyed by the cranks who monopolize the microphone, it's not really practical to limit individual speakers to two minutes - especially when there are big ticket items to be discussed.

It's funny how every Masshole claims that winter is why the roads are bad, but Canada and upstate NY have better roads.

Depending on the agenda item, other laws require allowing public comment, such as Conservation Commission, Planning Board, ZBA, and Board of Health hearings. But public netting in MA you are right that MA doesn’t require allowing people to speak at public meetings in general.. Also know that the public MUST be able to speak at Town Meeting, but not every municipality has Town Meeting.
It really frustrates me that your municipality is considering shutting down public comment times in public meetings in regard to this decision. I’d suggest contacting your state representative and state senator, and show them the response your town is considering, and ask that they put forth legislation that requires allowing public comment periods with reasonable limits at all public meetings. I’ve worked in municipal government for 20 years (I’m regional now) and I would wholeheartedly support that legislation.

I've been here 90% of my life and I've never been west of 91, I've probably been to every town in central and most of eastern mass though. One of these days I'd love to check out the town square in all 351.
