There's a paved trail in Branch Brook park by the Cherry Blossom Center next to the softball fields you can run up and walk back down on.

Weequahic park has a section of its track that goes uphill. It’s not in the best shape in every spot but for the most part it’s decent. Definitely your best shot in the city as far as I know
