Using quotations marks for emphasis is actually a real Boomer thing with an actual reason behind it. Back when typewriters were used, there was no bold or italicized font as you would need a whole new typeset, so they commonly used quotation marks to provide emphasis.

I don't believe they are pulling people over for inspections, but will get you for it if they have you pulled over for another infraction. So don't drive like a fool and you should slip by.

I work as a nurse in the county and one day I asked the owners daughter-in-law (who happens to also be a nurse, last name Fox!) why it says “chips”.
